Caltran stopped everyone from walking to Mossbrae Falls. You go now you will be fined walking upstream against the tracks. They recommended taking the Hedge Creek Falls trail crossing over the Sacramento River and follow the river upstream away from the tracks. This is temporarily until an actual trail is made. You can talk to Chamber Of Commerce in Dunsmuir
